Ishin: Reformation, Restoration, Revolution

Centuries of peace are coming to an end. Across the nation, factions assemble in anticipation of civil war.
Imperial loyalists unite under the banner of "sonno joui"—revere the Emperor, expel the barbarians. They fight to overthrow Japan's military dictatorship and shut its borders to foreign influence.
Meanwhile, the ruling government, the Bakufu, has assigned special police forces to maintain order—provided they can manage to coexist without drawing blades on one another.

Sakamoto Ryoma.

Kyo

The nation's capital and home to the Imperial Palace, the city that will one day be called Kyoto brims with activity and danger across its many districts. Fushimi welcomes all with inns and marketplaces. Rakunai is a bustling area of entertainment and dining, while nearby Rakugai boasts more particular points of interest to those curious. Visit Gion after dark to experience the finest red light district in Japan—while the truly brave or foolhardy can see what awaits them in Mukurogai, known to locals as Dead Man's Town. It's said that only those who conquer Kyo are fit to lead the country. No wonder, then, that so many have made their way to this city to realize their great and terrible ambitions.

Tosa

This humble castle town may not look like much compared to the marvel of Kyo, but it's here that the first sparks of insurrection will grow into a blaze.While its people are considered simple and folksy, Tosa operates beneath the strictest form of Japan's stratified caste system, as commoners live in deference and fear to the high-ranking samurai known as the joshi. As discontent spreads amongst the populace, the lines between right and wrong will blur and Sakamoto Ryoma's fight will become a fight for a nation's soul.

Saigo is the physically imposing commander of the great army of Satsuma. Despite the impression he gives through his appearance and Kansai dialect, he is a measured and cautious strategist.

His current objectives are enigmatic, as Saigo seems content to bide his time and wait for the perfect opportunity to enact whatever plans he's concocted.
